The Canada Infrastructure Bank has finalized a $20-million loan to support an Inuit-led wind energy project designed to supply power to a gold mine in Nunavut.

The financing is going to a partnership between the Kitikmeot Inuit Association and Tugliq Energy, which is developing the project to provide renewable electricity for Agnico Eagle Mines Ltd.’s operations at Hope Bay.

The project will feature a 4.2-megawatt wind turbine alongside a four-megawatt battery energy storage system. Together, the two components are expected to help reduce the mine’s reliance on diesel while providing a more sustainable source of power in the territory’s remote northern environment.

Once operational, the project is expected to cut annual diesel consumption by as much as three million litres and reduce emissions by approximately 13,000 tonnes each year.

The federal government is also supporting the initiative. Natural Resources Canada has already committed $25 million to the Hope Bay project through its Smart Renewables and Electrification Pathways program.

The development comes after Agnico Eagle officially approved the next stage of its Hope Bay project in May. The mine is expected to become one of Canada’s northernmost mining operations.

Beyond its energy and environmental impact, the project is also expected to generate local economic benefits. According to the Canada Infrastructure Bank, construction employment is expected to reach 15 positions at its peak, while local communities are set to receive longer-term benefits through profit-sharing arrangements.

The Hope Bay financing represents the federal agency’s second project in Nunavut. Its first was a $6.7-million loan supporting a wind project in Sanikiluaq.

The latest development also comes with a reminder of the challenges involved in building renewable energy projects around mining operations in Nunavut. Agnico Eagle had previously sought to develop a wind farm near another of its mines in the territory, Meliadine, as part of plans that included an expansion of that operation.

That proposal faced opposition from the local community. The Nunavut Impact Review Board ultimately recommended that the proposed extension be rejected, after which Agnico Eagle withdrew the proposal.

The Hope Bay project therefore represents a new effort to integrate renewable energy into northern mining operations while also bringing economic participation and potential long-term benefits to Inuit communities.
