Milwaukee Mitchell International Airport is set to enhance its cargo operations with the construction of a $10.5 million taxiway, facilitating access to a forthcoming state-of-the-art cargo facility. This development is poised to significantly boost the airport’s cargo handling capacity and strengthen its position in the regional logistics network.

New Cargo Facility Details

The planned cargo facility, developed by Dallas-based Crow Holdings, LLC, represents a $75 million investment. Spanning 337,000 square feet, it will be situated in the Milwaukee Regional Business Park on the airport’s southwestern perimeter. Construction is slated to commence in early 2026, with projections indicating a fourfold increase in the airport’s cargo capacity upon completion.

Taxiway Construction and Funding

To accommodate the anticipated influx of wide-body cargo aircraft, including Boeing 777-8F models, the airport requires a robust taxiway. The project encompasses the construction of a new taxiway and the reinforcement of approximately 16 acres of existing pavement to support the increased load.

Funding for the taxiway project involves a collaborative approach:

  • Developer Contribution: Crow Holdings will provide upfront financing to Milwaukee County for the taxiway construction.
  • Federal and State Grants: The county aims to secure approximately $6.6 million from the Bipartisan Infrastructure Law and an additional $2.3 million in state funding.
  • Reimbursement Plan: Upon successful grant acquisition, Crow Holdings will be reimbursed for its initial investment through the federal and state funds.

Public-Private Partnership Dynamics

This initiative exemplifies a public-private partnership, with Crow Holdings financing the majority of the project and Milwaukee County offering the land via a ground lease. The lease is expected to generate approximately $1.1 million annually for the airport. Upon lease termination, the county has the option to assume ownership of the infrastructure, integrating it into public assets.

Environmental Considerations

The development site, formerly housing the U.S. Air Force’s 440th Airlift Wing, has undergone environmental assessments revealing PFAS chemical contamination. Crow Holdings has invested around $1.2 million in due diligence and remediation planning to address these environmental concerns, ensuring compliance with health and safety standards.

Strategic Advantages

The new cargo facility aims to:

  • Diversify Regional Cargo Options: Provide an alternative to Chicago’s O’Hare International Airport, offering businesses additional choices while maintaining access to established carriers and freight services.
  • Accommodate Diverse Cargo Types: Handle a variety of goods, including pharmaceuticals requiring cold storage, livestock, and Class 1 cargo (explosive materials), thereby broadening the airport’s service capabilities.
