What began with a single complaint in Texas has developed into a sprawling agricultural theft investigation involving 176 grain loads and approximately 9.12 million pounds of product. Authorities are now examining more than 200 confirmed or potentially stolen shipments, with the agricultural commodities under investigation valued at more than $800,000.

Three men have been charged in connection with the case, while investigators say further arrests remain possible.

The investigation started March 11, when Guadalupe County deputies received a complaint concerning activity on Barbarossa Road. Witness statements and evidence quickly indicated that the incident could be part of a broader network operating across Texas.

Investigators allege that members of the operation removed loaded semi-trailers without authorization from multiple facilities. As the investigation expanded, the Texas Department of Agriculture joined the case on March 26, bringing specialized expertise in agricultural commodities and related records.

Records helped investigators trace the shipments

Personnel from the Texas Department of Agriculture examined a broad range of records, including inventories, scale tickets, storage documentation, handling files and financial materials.

By comparing those records, investigators were able to follow cargo movements across several locations and jurisdictions. Regulators also identified facilities, transactions and individual loads that could potentially be connected to the investigation.

That work became an important part of the criminal investigation led by the Guadalupe County Sheriff’s Office.

Texas Agriculture Commissioner Sid Miller described the case as “an alleged organized operation targeting Texas agriculture on a massive scale.” He credited agency personnel with helping investigators “follow the trail.”

“Grain sitting in a bin represents months of work and enormous investment,” Miller said, emphasizing the importance of specialized agricultural knowledge in helping authorities reconstruct what happened.

The investigation brought together multiple local and state agencies. The Guadalupe County Sheriff’s Office coordinated efforts involving the Texas Department of Agriculture, Texas Department of Public Safety and authorities in Navarro, Ellis, Williamson, Frio and Guadalupe counties. Police in Taylor also contributed to the investigation.

Authorities continue to encourage reports involving other agricultural thefts that could potentially be connected to the broader case.

Three men charged in the investigation

Authorities arrested three men as the investigation progressed.

Larry Regalado, 57, of New Braunfels, was arrested in connection with the case. Ricky Regalado, 52, is from Smiley, while Pablo Franco Jr., 46, is from Atascosa County.

All three face charges related to property theft, organized criminal activity and stolen grain.

Despite the scale of the investigation, authorities have not released several key details. The announcement does not identify the specific commodities involved, the businesses affected, the destinations of the shipments or any property that may have been recovered.

Officials also did not provide carrier names, USDOT numbers, license plates or vehicle identification numbers. Investigators have not explained whether the individuals involved supplied their own tractors or relied on fraudulent documentation to obtain the loads.

Authorities have also not disclosed how the allegedly stolen agricultural products entered resale markets.

A wider warning for agricultural supply chains

The investigation illustrates how a single theft complaint can lead authorities toward a coordinated operation spanning several jurisdictions.

For transportation and agricultural businesses, the case also highlights the importance of maintaining accurate load documentation. Investigators were able to use records associated with the shipments to connect 176 separate loads and identify a much larger group of potentially affected transactions.

CFCO perspective

In my opinion, CFCO training could help agricultural facilities strengthen their controls against unauthorized pickups.

A consistent verification process can help identify discrepancies involving companies, drivers, credentials or shipment information before a load is released. For facilities handling high-value agricultural commodities, those checks can provide an additional layer of protection against fraudulent or unauthorized collection.
