ABL secures key role on Petrobras Mero 3 and 4 offshore developments

The marine consultancy will support Subsea 7 across transportation and installation work for major SURF infrastructure projects in Brazil’s Santos Basin.

ABL has been awarded a marine warranty surveyor role to support Subsea 7 on the offshore transportation and installation campaign linked to Petrobras’ Mero 3 and Mero 4 developments off the coast of Brazil. 

The two projects are part of the continued expansion of the Mero field, which involves the development of subsea pipelines and SURF infrastructure across both sites in the Santos Basin. Operations are taking place in deepwater conditions, ranging between 1,850 and 2,100 metres. 

Each development is tied to large-scale FPSO infrastructure, with Mero 3 incorporating the Marechal Duque de Caxias unit and Mero 4 linked to the Alexandre de Gusmão FPSO.

Under its mandate, ABL will be responsible for a wide range of marine warranty services throughout the campaign. This includes reviewing and approving technical, operational and engineering documentation, as well as carrying out suitability surveys of the vessels involved in the project. 

The consultancy will also be present during critical onshore and offshore operations, ensuring compliance and issuing approvals where required. Its scope further extends to assessing environmental operating limits and participating in key HAZID and HAZOP safety meetings. 

ABL’s Brazilian team will oversee the delivery of this scope locally, as transportation and installation activities for the subsea infrastructure are already underway. 

The Mero field itself is operated by a consortium led by Petrobras, alongside Shell, TotalEnergies, CNPC, CNOOC and Pré-Sal Petróleo, reflecting the international nature of the development and its strategic importance to Brazil’s offshore production network.
