Alberta’s Top 10 Pre-Bid Power Plant Projects Reach $69.1 Billion
ADVERTISEMENT

Alberta’s pre-bid power project pipeline includes some of the province’s largest planned energy and industrial developments, with the 10 highest-value projects representing a combined estimated value of approximately $69.1 billion CAD as of Aug. 17, 2026.

The ranking, compiled by ConstructConnect Project Research, covers projects at the pre-bid stage across Alberta, ranging from a proposed large-scale nuclear generating station to carbon capture infrastructure, gas-fired generation, biomass, pumped hydro storage and solar power.

1. Peace River Nuclear Power Project – Energy Alberta

Project Value: $40 billion CAD
Location: AB-743, Peace River, Alberta

The Peace River Nuclear Power Project is the largest development on the list. Plans call for site work for a large-scale nuclear power generating facility in the Peace River region.

The proposed plant would have the capacity to generate up to 4,800 megawatts of electricity for Alberta’s electrical grid. The development is planned to include four CANDU MONARK reactors, with each reactor designed to provide 1,000 MW of electricity.

Sector: Private
Project Type: N/A

2. Pathways – Foundational CCS Project

Project Value: $16.5 billion CAD
Location: Multiple locations, Cold Lake, Alberta

The Pathways Foundational CCS Project involves site work for both pipeline and power infrastructure in the Cold Lake region.

At the centre of the project is a planned 400-kilometre liquid CO2 transportation network. The system could eventually connect more than 20 carbon capture and storage facilities with a centralized carbon storage hub in northeast Alberta.

The network is expected to transport captured carbon dioxide from more than 20 oil sands facilities in the Fort McMurray region to a shared storage hub in the Cold Lake area.

Building Use: Pipeline/Power Project
Sector: Private
Project Type: Site Work

3. Moraine Power Generation Project

Project Value: $10 billion CAD
Location: AB-32 & AB-43, Whitecourt, Alberta

The Moraine Power Generation Project is planned as a 465-megawatt gas-fired power facility approximately 10 kilometres west of Whitecourt.

The development will incorporate CO2 capture technology and a pipeline system connecting the facility to an underground storage hub.

The plant is expected to be supplied with sweet natural gas through a 30-kilometre pipeline running from the NGTL Windfall Meter Station to the power generation facility.

Building Use: Pipeline/Power Plant
Sector: Private
Project Type: Site Work

4. Flipi Combined Cycle Power Plant

Project Value: $1 billion CAD
Location: AB-53, Bluffton, Alberta

The Flipi Combined Cycle Power Plant is the fourth-largest project in the ranking, with an estimated value of $1 billion.

Additional building-use, sector and project-type details are listed on the project’s full ConstructConnect page.

5. Great Plains Wheat Straw MDF Plant

Project Value: $850 million CAD
Location: AB-21, Alix, Alberta

The Great Plains Wheat Straw MDF Plant is valued at approximately $850 million CAD, placing it fifth among Alberta’s top pre-bid projects.

The project is classified as a private industrial development. Further details regarding building use, sector and project type are available through the full project listing.

6. KALiNA Power CCS & Crusoe AI Data Centers

Project Value: $600 million CAD
Location: Multiple locations, Bay Tree, Alberta

The KALiNA Power CCS & Crusoe AI Data Centers project carries an estimated value of $600 million CAD.

The development combines power infrastructure, carbon capture and storage, and data-centre requirements. Further project details are available through the full ConstructConnect listing.

7. Pembina – Heartland Extraction Plant (HEP)

Project Value: $570 million CAD
Location: AB-15, Fort Saskatchewan, Alberta

Pembina’s Heartland Extraction Plant, or HEP, has an estimated project value of $570 million CAD.

The project is classified as a power plant new-construction development. Additional information on its building use, sector and other project characteristics is available through the full project page.

8. Slave Lake Enhanced Biomass-to-Liquids (EBTL) Facility

Project Value: $250 million CAD
Location: W Mitsue Ind Rd, Lesser Slave River, Alberta

The Slave Lake Enhanced Biomass-to-Liquids facility is valued at approximately $250 million CAD.

The project is identified as a private power plant development. Further details on the facility and its project classification are available through the full listing.

9. Canyon Creek Pumped Hydro Storage Project

Project Value: $200 million CAD
Location: AB-16, Hinton, Alberta

The Canyon Creek Pumped Hydro Storage Project has an estimated value of $200 million CAD.

The project is classified as a private power plant development and represents the pumped-hydro storage component of Alberta’s pre-bid project pipeline.

10. Dolcy Solar and Battery Storage

Project Value: $120 million CAD
Location: Range Rd 45, Edgerton, Alberta

Rounding out the top 10 is the Dolcy Solar and Battery Storage project, with an estimated value of $120 million CAD.

The development is classified as a private solar power generation project and includes battery storage infrastructure.

Alberta’s energy pipeline spans multiple technologies

The projects currently moving through Alberta’s pre-bid pipeline demonstrate the broad range of energy infrastructure being considered across the province.

The list includes nuclear generation, gas-fired power with carbon capture, large-scale CO2 transportation infrastructure, combined-cycle generation, biomass-to-liquids technology, pumped hydro storage and solar generation with battery storage.

The three largest projects alone — the Peace River Nuclear Power Project, Pathways Foundational CCS Project and Moraine Power Generation Project — account for $66.5 billion CAD in estimated value, highlighting the scale of investment represented by Alberta’s upcoming energy and infrastructure pipeline.
