Commercial freight networks are taking on an increasingly significant role in disaster-response logistics, adding another layer of operational capability to forwarding systems that already connect markets around the world. The model promoted by WCAworld demonstrates how established commercial infrastructure can be mobilised rapidly when public systems come under pressure or temporarily cease to function.
Rather than building dedicated humanitarian supply chains from scratch, this approach relies on operational capabilities that are already embedded within individual countries. With members operating across 198 countries, WCAworld effectively treats disaster response as a rapid adaptation of existing commercial freight routes rather than the construction of an entirely separate humanitarian logistics system.
“We have over 15,000 members and that means we are already present in most markets before anything happens. When a disaster occurs, we are not building a response structure from zero. We are activating people who are already there and already know what needs to be done,” said David Yokeum, Founder and Chairman of WCAworld.
Embedded infrastructure becomes essential
During the initial stages of a disaster, logistics is rarely focused on optimisation. The immediate priority is simply to maintain the movement of essential goods and resources. When airports face restrictions, roads are damaged and public coordination systems are disrupted, commercial freight networks can become some of the few channels capable of continuing to operate at scale.
This gives considerable importance to infrastructure that is already embedded within affected regions. The speed of a response depends less on the theoretical design of a system and more on how deeply logistics operators are already integrated into local conditions, infrastructure and operational constraints.
“Disaster response is not separate from logistics operations on the ground. The same networks that move commercial cargo are used when an emergency happens because they are already in place. What matters most is how quickly they can be activated when conditions change,” stated Hiran Ukwatte, Senior Manager at Freight Links.
Speed versus coordination overhead
One of the defining characteristics of the WCAworld model is the direct activation of member companies instead of routing humanitarian cargo through several intermediary organisations. The objective is to remove the friction points that can emerge when assistance moves through multiple layers of coordination.
In practical terms, the approach prioritises speed and operational control during the crucial period immediately following a disaster, when infrastructure is unstable and visibility remains limited.
However, this faster activation also comes with a trade-off. Reducing layers of oversight places substantial operational responsibility on commercial logistics companies, which may simultaneously be managing emergency requirements and their regular commercial commitments.
“We do not rely on intermediary organisations when responding to disasters because every additional step slows down delivery. Our members are already embedded in their own countries and understand exactly how to operate locally. That allows support to reach the right places without delay or dilution,” Yokeum said.
The critical first 72 hours
In disaster logistics, the first 72 hours often determine the direction and effectiveness of the entire response. During this period, infrastructure may be severely degraded, information can remain fragmented and access conditions may change rapidly.
Under such circumstances, rigid planning structures are quickly replaced by the need for adaptive execution. Risk-management frameworks continue to play an important role, but they increasingly serve as operational guardrails rather than obstacles to immediate decision-making.
“In the first hours after a disaster, speed of access is the most important factor. Risk management principles are still relevant but they must support decision-making rather than slow it down. The difference between success and failure is often how quickly logistics can reach the ground,” Ukwatte noted.
Capability depth and the training challenge
As commercial freight networks assume a greater role in emergency and humanitarian response, the focus is gradually shifting beyond geographical coverage towards the quality and consistency of execution under crisis conditions.
Having an established presence in a country is not, by itself, enough to guarantee reliable performance when infrastructure has been compromised and demand rises unpredictably. This gap is increasingly being viewed as an issue related to training, standards and operational discipline rather than organisational structure alone.
“Investment in training is essential because logistics teams are now operating in environments where humanitarian understanding is just as important as technical capability. Without that, it becomes difficult to ensure consistent performance during emergencies. The industry needs to treat this as a core requirement, not an optional extra,” Ukwatte explained.
Local knowledge as the decisive factor
At the centre of this model is a straightforward but frequently underestimated reality: global logistics systems can only operate effectively during a crisis when strong local execution capabilities are already established and operationally mature.
Global scale remains important, but familiarity with local regulatory frameworks, infrastructure limitations and informal operating conditions can often become the decisive variable when a disaster occurs.
“Our members already operate within their own local environments and understand how those markets function on a daily basis,” Yokeum outlined. “That local knowledge allows us to respond quickly when something happens anywhere in the world. It is this combination of global reach and local understanding that makes the system effective.”
From commercial logistics to crisis infrastructure
What is now emerging is a gradual convergence between commercial freight systems and humanitarian-response infrastructure. Instead of relying on separate systems operating independently from one another, disaster logistics is becoming increasingly dependent on commercial networks that are already physically present and operationally active when disruption occurs.
The efficiency advantages of this model are particularly evident during the first stages of an emergency. However, a more complex question remains: to what extent should disaster-response capabilities be embedded within privately governed commercial systems, and what implications could this have for coordination, accountability and operational control during future crises?
