Oakville council approves four-tower mixed-use development near Bronte GO Station

The revised project will deliver 1,191 residential units, retail space and a daycare facility while reducing the proposed tower heights to align with Oakville’s planning framework.

OAKVILLE, ONTARIO — The Town of Oakville has approved a revised proposal for four mixed-use residential towers near Bronte GO Station, allowing developer NBIM 2172 Wyecroft LP to move ahead with the project.

The development has been scaled back from the proposal presented in December 2025. The revised plan calls for two 21-storey towers and two 24-storey towers, compared with the previous proposal of two buildings measuring 32 and 25 storeys.

The earlier design exceeded Oakville’s 24-storey height limit for the area.

“We listened to the feedback we received at the public meeting in December. We made substantial changes to the application, including a reduction in height to completely conform to the Livable Oakville Plan,” said Ashley Paton of Bousfields Inc., the applicant’s planning consultant.

The revised proposal also introduces more landscaped space at ground level, a redesigned ground floor, a grocery store and a greater number of family-sized residential units.

1,191 residential units planned

The project will include 1,191 residential units, with a mix designed to accommodate different household types.

The breakdown includes:

  • 619 one-bedroom units, representing 52 per cent of the total;
  • 445 two-bedroom units, representing 37.4 per cent;
  • 127 three-bedroom units, representing 10.7 per cent.

According to Leigh Musson, senior manager of planning and development for the Town of Oakville, the zoning bylaw requires at least 45 per cent of the units to contain two or three bedrooms.

The requirement is intended to support Oakville’s housing policies by providing a broader range of unit sizes and housing options for different types of households.

The approved zoning bylaw also requires at least a three-storey difference between the towers, helping create a more varied skyline. The revised building heights will be reflected in future stages of site planning.

Retail, daycare and parking included

Beyond the residential component, the development will provide approximately 2,550 square metres of retail and commercial space.

The plans also include a 1,355-square-metre daycare facility, adding community-oriented services to the mixed-use development.

The project is expected to include 1,742 parking spaces, comprising:

  • 1,407 spaces for residents;
  • 335 visitor and retail spaces;
  • 42 accessible parking spaces.

The development will also provide 1,199 bicycle parking spaces, supporting the project’s connection to public transit and active transportation.

Supporting the Bronte GO Major Transit Station Area

The applications are intended to help implement the planning vision for the Bronte GO Major Transit Station Area (MTSA).

The municipality’s policies envision the area developing into a transit-supportive, complete community that combines residential, employment and commercial uses.

According to Musson, the long-term objectives include creating a more urban and pedestrian-oriented environment that can function both as a destination and as a place where residents and employees begin their journeys.

The area is also expected to become a focus for employment growth while accommodating compatible mixed-use development, particularly through mid-rise and higher-density projects.

The immediate area around the GO station is planned to become the centre of the community, with the highest densities, building heights and mix of uses. Speers Road is intended to serve as the area’s main spine.

Council welcomes the scaled-back proposal

The reduction in the project’s scale was welcomed by Oakville council, particularly Ward 1 Coun. Sean O’Meara.

He highlighted the changes made following feedback from residents and the municipality’s lengthy planning process for the Bronte MTSA.

“I think that’s something we don’t see too often,” O’Meara told the consultants during the council meeting, noting that the revised proposal reflected what the town and residents had requested.

Transportation review remains ahead

Although the zoning approval moves the project forward, several planning issues remain to be addressed.

Oakville’s planning department is currently reviewing transportation-related matters, while plans for surrounding roads and the subdivision have not yet received approval.

Turner Fleischer Architects Inc. is the architect behind the project.

The applicant has not yet disclosed the project’s construction timeline, estimated cost or contractor.
