LONDON  International shipping depends on countries agreeing to a common set of rules about how ships operate across borders. These common rules are the foundation of a stable global maritime system, providing standards for safety, security, environmental protection and freedom of navigation.

That international framework is especially important for smaller states. It offers a forum where countries of lesser economic or military power can safeguard their interests and ensure that differences are resolved through negotiation rather than the balance of national power.

“Jamaica has endeavored to play a consistent role in that process, using its position within the international maritime community to lend a voice to Caribbean countries, Small Island Developing States and other economies that can be particularly vulnerable to changes in the global maritime sector.

The International Maritime Organization (IMO) is the main international forum where negotiations can take place on matters affecting shipping and safety of life at sea. This system of participation by countries can be used to develop and maintain rules that apply across jurisdictions.

That common framework is important, not just for individual countries. Ships travel regularly between different jurisdictions, so consistent international standards are vital to avoid fragmented regulations, ambiguity and conflicting national requirements.

Participation in maritime diplomacy thus affords the smaller countries an opportunity to have their concerns voiced in the same rules-based system that runs the world’s great shipping powers.

Jamaica’s ongoing engagement with the IMO is part of its broader push to ensure a cohesive voice for the Caribbean, Small Island Developing States and other vulnerable economies in international maritime discussions.

The country is also celebrating 50 years at the IMO, celebrating its long-standing participation in the organization and its role in international maritime cooperation.
