BD commits $19 billion to U.S. manufacturing under supply chain agreement with Trump administration

The medical technology company plans to expand domestic production of essential medical consumables, increase annual output by approximately 5 billion units and use U.S.-made steel for all needles supplied to the American market, in exchange for relief from future Section 232 tariffs subject to specific milestones.

BD has reached an agreement with the Trump administration to expand its U.S. manufacturing operations and reinforce the resilience of the country’s healthcare supply chain. Announced on Tuesday, the partnership combines new investment in domestic production with potential protection against future tariffs on the company’s products under Section 232.

The manufacturer, known for its syringes, needles, infusion pumps and other medical products, plans to invest a total of $19 billion in the United States over several years. According to BD, the commitment covers manufacturing capacity, innovation and the development of end-to-end production capabilities.

A key element of the agreement is tariff relief. BD will benefit from relief from future Section 232 tariffs on its products, provided it achieves milestones whose details have not been disclosed. The financial implications of the arrangement remain uncertain, as the final tariff rates and the products covered have yet to be determined.

$3 billion for strategic manufacturing locations

As part of its broader investment program to expand strategic manufacturing facilities across the United States, BD plans to invest $3 billion. The move is expected to increase the company’s annual domestic output of about 5 billion basic medical consumables.

This additional capacity would also increase the proportion of crucial medical technology produced in the U.S. by BD to approximately 80 percent, strengthening the role of U.S.-based manufacturing in meeting the country’s healthcare needs.

The company has a U.S. manufacturing network in several locations including Columbus and Broken Bow in Nebraska, Canaan, Connecticut, Añasco, Puerto Rico, Sandy, Utah, El Paso, Texas, Covington, Georgia and Sumter, South Carolina. These facilities represent the industrial footprint on which BD plans to build with the agreement.”

The partnership also includes a commitment to use American-made steel for all needles that BD makes for use in the U.S. This requirement adds a domestic sourcing element to the expansion plan, broadening the scope of the agreement from finished medical products to a key material in their manufacture.

Strengthening the health supply chain’s resilience

BD describes itself as the world’s largest maker of essential medical consumables and says its priorities are in line with the administration’s efforts to strengthen U.S. healthcare infrastructure.

Speaking of the deal, CEO Tom Polen noted the critical need for investment in supply chain security and the company’s ability to help meet that need.

“The administration understands the importance of investing in a stronger, more secure healthcare supply chain, and BD is uniquely positioned to help bring that vision to life through our scale, innovation expertise and longstanding U.S. manufacturing footprint,” Polen said in a statement.

The deal comes as the U.S. government is conducting a broader review of tariffs that impact the medical technology industry. The Trump administration opened a Section 232 probe of the medtech sector in September 2025, casting the industry as an issue of national security and trade policy.

So far, however, no announcements have been made about tariffs specifically targeting medical devices. BD said it was too early to quantify the financial impact of the agreement. The company expects to provide more details once the Section 232 tariff measures are finalized.

For BD, the partnership offers a structure that ties long-term investment in U.S. manufacturing to possible tariff relief. The ultimate financial value will depend on the final measures that the administration adopts, the products that are affected and the milestones that the company will have to meet to qualify for the agreed treatment.
