The California Highway Patrol (CHP) has recovered more than $500,000 worth of stolen merchandise following a cargo theft investigation that uncovered freight connected to multiple thefts across Southern California.

The recovery took place on July 28, when investigators executed a search warrant at a discount retail store in Rialto. Authorities said all recovered merchandise has since been returned to the affected victims.

The investigation was led by the CHP’s Cargo Theft Interdiction Program within the Inland Division. Detectives determined that the retail business was storing merchandise tied to several cargo theft investigations. However, officials have not identified the store, named any suspects or announced whether criminal charges will be filed.

In a statement, CHP emphasized that cargo theft affects businesses, consumers and the broader economy. The agency said the operation reflects its continued efforts to combat organized cargo theft, recover stolen property and hold those responsible accountable.

California established the Cargo Theft Interdiction Program after the passage of Assembly Bill 813 in 1994, which allocated funding to strengthen statewide efforts against commercial cargo theft. Since then, the program has focused on investigating freight theft cases while using a statewide information-sharing system to track investigations and identify criminal patterns.

Investigators from the Inland Division continue to handle cases involving stolen freight and commercial merchandise throughout the region. According to CHP, the Rialto investigation involved goods connected to multiple reported cargo thefts, although authorities have not disclosed the types of products recovered.

Officials also declined to identify the victim companies, reveal when the original thefts occurred or provide additional details beyond confirming that the recovered merchandise exceeded $500,000 in value.

Before publication, FreightWaves requested further information from the CHP Inland Division regarding the recovered cargo, the affected businesses and any potential criminal charges. The agency had not responded at the time of publication, and the article will be updated if additional details become available.

Why it matters

Cargo theft does not end when freight leaves a trailer. Once stolen goods enter retail distribution channels, tracing and recovering them becomes significantly more difficult. The case highlights the importance of strong shipment documentation, cargo verification procedures and supply chain visibility, helping carriers, brokers and shippers support investigations and improve the likelihood of recovering stolen freight.
