Canada Advances $267 Million Medical Research Lab to Strengthen Future Pandemic Preparedness

The federal government has awarded the first design contract for a new Winnipeg laboratory that will expand Canada's capacity to develop and test vaccines, treatments and diagnostic tools for future public health emergencies.

The Canadian government has taken the first step toward building a $267 million medical countermeasures laboratory in Winnipeg, a major research facility designed to strengthen the country’s preparedness for future disease outbreaks.

The project officially moved forward after the federal government awarded a $10 million architecture and engineering contract to Architecture49 Inc., marking the beginning of the design phase for the laboratory, which is expected to be completed in 2033.

Speaking in Winnipeg, Terry Duguid, Member of Parliament for Winnipeg South, said the new facility will play a critical role in Canada’s public health infrastructure.

“As we know, public health threats do not respect borders. They move quickly. Our response needs to move even faster.”

Duguid described the investment as a significant milestone for Winnipeg, Manitoba and Canada’s life sciences sector, adding that the laboratory will help protect both Canadians and the global community from future health threats.

The new facility will be constructed beside the National Microbiology Laboratory (NML), where Canadian researchers have contributed to responses against outbreaks including SARS, H1N1, Ebola and COVID-19.

According to the federal government, the laboratory will significantly expand Canada’s ability to develop vaccines, treatments and diagnostic technologies before emerging diseases escalate into large-scale public health emergencies.

Officials also describe the facility as unique in Canada because it will bridge a critical gap between vaccine development and advanced testing. Researchers will be able to produce high-quality experimental vaccines and therapeutics that can undergo preclinical testing before advancing toward regulatory approval.

Dr. Keith Fowke, professor at the University of Manitoba and scientific director of the Canadian Institute of Infection and Immunity, said many Canadian researchers currently face major obstacles once early-stage vaccine development is complete.

While universities regularly develop promising vaccine concepts, he explained, limited domestic capacity exists to manufacture the high-quality materials required for animal testing, slowing progress toward clinical development.

The laboratory is expected to address that challenge by providing researchers with access to specialized production capabilities that are currently scarce in Canada.

The federal government will own and operate the new facility, with scientists building on the expertise already established at the National Microbiology Laboratory. Officials also indicated that the centre could collaborate with private-sector partners to accelerate the development of new medical products.

Fowke said the project represents an important opportunity for both industry and academic institutions across Canada to move innovative therapies further along the development pipeline and prepare them for high-level testing.

The design work will be led by Architecture49 Inc., a Winnipeg-based firm with experience delivering major research and laboratory projects in Nova Scotia, Saskatchewan and Montana. The company will oversee the architectural and engineering planning as the project moves toward construction.
