Keating Cross Road Overpass Completed, Improving Highway 17 Connections

The new “flyover” removes left turns across highway traffic, improves safety and travel times, and supports future bus rapid transit between Victoria, ferries and Victoria International Airport.

Keating Cross Road Overpass Completed, Improving Highway 17 Connections

The B.C. government has announced the completion of the Keating Cross Road Overpass on Highway 17, marking the delivery of a major transportation infrastructure project on Vancouver Island.

Known as a “flyover,” the new overpass eliminates the need for drivers to make left turns across highway traffic. The change is expected to reduce the risk of collisions while improving travel times and traffic flow along Highway 17, an important route connecting several communities with ferry terminals and Victoria International Airport.

The project includes dedicated on-ramps and off-ramps, allowing traffic to move more efficiently between Keating Cross Road and the highway.

The new infrastructure also prepares Highway 17 for future bus rapid transit services. New bus-on-shoulder lanes have been incorporated to support the development of rapid transit along the corridor.

As part of the project, the southbound on-ramp toward Victoria was realigned to improve access and traffic movement.

The development also includes improvements for pedestrians and cyclists. Keating Cross Road has been widened and a new sidewalk added, although the sidewalk does not extend across the flyover structure.

To further improve traffic management and safety, direct highway access has been closed at East Saanich Road, Martindale Road and Danica Place.

The Keating Cross Road Overpass was identified as a priority under the South Island Transportation Strategy, reflecting its role in improving mobility, safety and connectivity across the region.

With the overpass now complete, Highway 17 gains upgraded infrastructure designed not only to address current traffic demands but also to accommodate future public transit and active transportation needs.
