Vancouver approves $3.5 billion capital plan to upgrade infrastructure to 2030

The four-year investment plan is meant to address aging infrastructure, community facilities, roads and water systems, while also laying the groundwork for major projects needed for future growth.

Vancouver City Council has approved its 2027–2030 Capital Plan, committing approximately $3.5 billion to infrastructure upgrades, public facilities and essential city services over the next four years.

The plan also includes around $100 million in in-kind infrastructure and public amenities that will be delivered through new developments, including cultural facilities and child care spaces.

The approved investment exceeds the $3.3 billion allocated under the city’s 2023–2026 capital plan.

Mayor Ken Sim said the new plan focuses on renewing aging infrastructure, rebuilding community facilities and ensuring Vancouver keeps pace with the needs of its growing population.

The largest share of funding, $989 million, has been allocated to drinking water, rainwater and wastewater infrastructure. Another $703 million will be invested in streets, while $558 million has been earmarked for community facilities, including the renewal of five aging community centres and planning work for new public swimming pools.

The capital plan also includes funding to renew and replace older community centres, construct a new four-bay fire hall, upgrade synthetic turf sports fields and complete major improvements to the Firehall Arts Centre.

Additional investments will support sewer and watermain replacements, rehabilitation work on the Granville and Cambie bridges, street and sidewalk renewal projects, and upgrades to recreational facilities across the city.

The city will also move forward with planning and design work for future projects, including the long-term renewal of the Britannia Community Centre and its swimming pool.

Alongside the funding approvals, council directed staff to advance several additional initiatives over the coming years.

These include preparing a cost estimate for means-prevention fencing on the Granville Street Bridge once the conceptual design is completed, reviewing the installation of new traffic lights or pedestrian crossing signals at 53rd Avenue and Main Street, and confirming the rehabilitation of Kitsilano Pool as part of the 2027–2030 mid-term capital update.

Staff will also continue working with the Ministry of Education and BC Housing to develop long-term renewal plans for jointly operated facilities, including Britannia Community Centre, West End Community Centre, RayCam Co-operative Centre, Thunderbird Community Centre and Strathcona Community Centre.

In addition, the city will accelerate planning for a year-round 50-metre indoor swimming and diving facility capable of hosting training, competitions and water polo events, with the goal of making the project ready for consideration under the 2031–2034 Capital Plan.

To help finance the program, Vancouver residents will be asked to approve borrowing for three major investment categories: $438 million for community-serving and essential facilities, $292 million for transportation and street infrastructure, and $60 million for parks and public open spaces.
