Public Services and Procurement Canada (PSPC) is seeking feedback from industry on the Request for Qualifications (RFQ) for the restoration and redevelopment of 24 Sussex Drive, the official residence of Canada’s prime minister.

The consultation follows Prime Minister Mark Carney’s announcement in June outlining plans to restore the Ottawa residence through a national design competition supported by a fundraising campaign. Carney has said the proposal selected through the competition is expected to be announced by Canada Day 2027.

The 35-room mansion was constructed in 1867 and 1868 as a private residence. It was expropriated in 1949 and subsequently designated as the official residence of the prime minister. The property ceased to serve that role in 2015 after structural problems raised significant concerns about the condition of the building.

Since then, the National Capital Commission (NCC) has spent hundreds of thousands of dollars maintaining 24 Sussex. In 2022, the NCC closed the building, citing “health and safety reasons.” Among the issues identified at the time was a rat infestation.

As PSPC moves forward with the procurement process, organizations and professionals with relevant experience are being invited to examine the RFQ and submit comments.

The government is particularly interested in feedback concerning the requirements expected of contractors, the proposed procurement approach and possible ways to encourage broader participation from companies across Canada’s construction industry.

Industry feedback must be submitted by Sept. 22.
