The Cargo Airline Association (CAA) has appointed Josh Dover as its new Managing Director for Legislative Affairs, bringing extensive experience in government relations, aviation and transportation policy to the organization as it seeks to strengthen its engagement with policymakers and industry stakeholders.
Dover will oversee the association’s legislative and government affairs activities, working alongside CAA members, lawmakers and industry representatives to advance policies that reinforce the safety, security, efficiency and competitiveness of the U.S. air cargo sector.
CAA President Lauren Beyer welcomed the appointment, highlighting Dover’s experience in aviation and his established relationships across Washington.
“Josh brings deep aviation experience, strong relationships across Washington and a proven record of advancing sound policy priorities. His experience working with Congress, the Administration, federal agencies and industry partners will be a tremendous asset to CAA and our members. We are excited to welcome Josh to the team,” Beyer said.
Dover joins the association from Avis Budget Group, where he served as Vice President of Government Affairs. In that position, he led the company’s public policy initiatives, engaged with policymakers at the federal, state and local levels, and developed coalitions with industry partners and trade associations. He also advised the company’s senior leadership on government affairs matters.
Before joining Avis Budget Group, Dover spent eight years at JetBlue Airways as Director of Government Affairs, further building his expertise in aviation policy and government relations.
His professional background also includes several years of legislative experience on Capitol Hill. Dover served as Legislative Director for Congresswoman Colleen Hanabusa, a Democrat representing Hawaii, and previously worked as Legislative Assistant to Congressman Dale Kildee, a Democrat from Michigan.
His combination of experience in the airline industry, corporate government affairs and congressional offices is expected to support CAA’s efforts to represent the interests of the air cargo industry in Washington.
Dover holds a Master of Arts in Public Policy from Brown University and a Bachelor of Arts in Political Science from Pepperdine University. He has also been named multiple times among The Hill’s Top Lobbyists, a recognition reflecting his work in government relations.
With his appointment, CAA gains an experienced advocate at a time when legislative and regulatory decisions remain important to the operating environment and long-term competitiveness of the U.S. air cargo industry.
