Law enforcement authorities in Northern Arizona have recovered more than $500,000 in stolen merchandise following a train burglary near Winslow, but investigators say the case is part of a wider and recurring cargo theft issue affecting rail corridors across the region. 
 
The incident occurred near Meteor Crater, west of Winslow, on May 29, when the Coconino County Sheriff’s Office received reports that multiple individuals were actively removing goods from a stopped BNSF Railway train. The suspects were seen loading merchandise into a van and a box truck positioned near the tracks. 
 
Deputies later intercepted the van and arrested two individuals identified as Jaime Beltran-Bojorquez, 32, and Gerardo Mares Vazquez, 28. A second vehicle fled the scene and was later involved in a crash near Williams, Arizona. Two additional suspects escaped on foot and remain at large. 
 
Recovered goods were worth more than $500,000, authorities said, based on the retail value of the stolen products. While the arrests mark a significant recovery, investigators stress that such incidents are far from isolated. 
 
According to Detective Curtis Peery of the Coconino County Sheriff’s Office, rail-related thefts are occurring with notable frequency across Northern Arizona, with an estimated 8 to 12 events per month. He said the persistence of these cases highlights a broader and more structured criminal pattern affecting freight movement through the region. 
 
Organized crews operating across the rail network 
 
Investigators report that both independent actors and organized criminal groups are involved in the ongoing theft activity. Electronics and clothes are among the most stolen items, mainly because they’re easy to resell and easy to get rid of on the black market. 
 
Peery noted that stolen goods often leave Arizona entirely, with indications that merchandise is transported back into California, where it is resold through informal markets or online black-market channels. The pattern points to coordinated supply chains operating outside legal distribution systems. 
 
The types of goods targeted in previous incidents across the BNSF network in Northern Arizona have included footwear, electronics and a range of consumer products, reinforcing concerns about the scale and organization of these theft operations. 
 
Remote geography complicates enforcement 
 
Law enforcement officials say the geography of Northern Arizona plays a significant role in the difficulty of preventing and responding to cargo theft. Many incidents occur in isolated areas, limiting response times and increasing operational strain on local agencies. 
 
Peery emphasized that coordination between law enforcement bodies is essential to improving enforcement outcomes. Agencies are increasingly collaborating to strengthen response capacity and intelligence sharing across jurisdictions. 
 
Efforts are also underway to establish a formal Northern Arizona railway task force focused specifically on cargo theft. This initiative includes cooperation with the Southwest Transportation Security Council’s Arizona chapter to improve awareness, coordination and investigative efficiency. 
 
Rail industry response and security concerns 
 
BNSF Railway declined to comment on the specifics of the May 29 incident but confirmed that it maintains extensive security protocols across its network and continues to work with federal, state, local and tribal law enforcement agencies. 
 
A company spokesperson, Kendall Sloan, stated that the railroad’s police department is actively engaged in preventing such incidents and stressed the importance of broader systemic action. 
 
“It’s essential that the entire criminal justice system, including policymakers, district attorneys and judges, focus on this crime trend and help to ensure these criminals are held responsible and prosecuted,” Sloan said. 
 
As investigations continue, authorities have not confirmed whether the arrested suspects are linked to other cargo theft cases in the region, and the full scope of the operation remains under active investigation.
