Merchants Fleet has extended its FleetShare vehicle-access platform to Puerto Rico, introducing an app-based system for managing vehicles used in last-mile delivery operations. The company announced the expansion on October 20, following the launch of the operation on September 14 with 113 vehicles under its management.
The fleet supports the island-based last-mile delivery activities of a global e-commerce company whose identity has not been disclosed. According to Merchants Fleet, the deployment represents a first for FleetShare, taking the program beyond the continental United States for the first time. Drivers can reserve and access vehicles through a mobile application.
The expansion brings FleetShare’s coverage to more than 8,000 managed vehicles across North America. Merchants Fleet, which leases vehicles to package delivery companies, operates the platform for last-mile delivery providers, utility fleets and other organizations whose drivers share vehicles.
Whitney Reynolds, vice president of FleetShare at Merchants Fleet, said the Puerto Rico launch represents more than geographical expansion. She highlighted the platform’s flexibility and the company’s ambition to help organizations rethink how they manage their fleet operations.
A digital system for booking and vehicle access
FleetShare aims to make allocating vehicles easier by removing the need for manual key handovers, whiteboards, spreadsheets and phone calls. The system integrates linked key boxes, driver profiles and tools for booking and assigning vehicles, enabling fleet managers to monitor availability, assignments and usage through a single interface.
The key boxes run on cell networks and can be installed anywhere power and connectivity are available. Merchants Fleet’s product documentation notes the system doesn’t rely on a customer’s Wi-Fi or local network infrastructure.
The platform’s capabilities have expanded as well. Merchants added three new FleetShare features in October 2025, according to Work Truck: keyless vehicle access via integrations with automakers and third-party providers, geofencing capabilities, and surveys completed by drivers at the end of their vehicle use.
These tools are meant to ease access and increase visibility into the allocation and utilization of shared vehicles in fleet operations.
Non-disclosure of customer identity and commercial details
Merchants Fleet announced the deployment but has not disclosed the e-commerce customer or the pricing and terms of the contract. The company also has not disclosed any information about what types of vehicles will operate in Puerto Rico, how the fleet will be serviced and maintained on the island, or whether any additional vehicles will be introduced.
For now, 113 vehicles are the only disclosed measure of the operation’s scale. “FleetShare is designed to manage fleets of all sizes, whether it’s a company with a handful of vehicles or one with thousands across many locations,” Reynolds said. In both cases the platform is intended to make fleet management easier.
Why Puerto Rico deployment matters
The launch brings app-based vehicle access to a last-mile delivery operation of 113 vehicles, and it’s FleetShare’s first expansion outside of the continental United States.
The deployment additionally emphasizes the potential of digital reservation systems and connected access technology to enable shared-vehicle operations in delivery networks. Some aspects of the operation are not disclosed, since there is no information given about the customer, the commercial arrangements, the servicing of the vehicle and any possible expansion of the fleet.
Merchants Fleet did confirm the scale of the initial deployment, but more information will be required to judge how the program will develop in Puerto Rico and whether the operation will be extended beyond the first 113 vehicles.
