NYC Office Conversions Under Pressure After Structural Problems

A series of structural incidents in Manhattan is putting New York’s office-to-residential conversion boom under the spotlight, raising concerns about inspections, construction quality and project oversight.

New York City’s ambitious push to turn empty office buildings into apartments is facing an unexpected challenge: concerns over the safety and quality of some conversion projects.

The issue gained national attention in June after structural columns failed inside the former Pfizer building in Manhattan, which was being converted into residential space. The incident triggered emergency responses, the evacuation of nearby buildings and temporary road closures.

Although city officials declared the building stable the following day, the incident has continued to raise questions about how office conversions are being designed, inspected and constructed.

The Pfizer project, involving MetroLoft, is now facing closer scrutiny. Reports have raised concerns about the installation of reinforcing plates on the affected columns and whether some of the work was carried out according to the approved plans.

The situation has also drawn attention to the companies responsible for inspecting and certifying work on the project, adding another layer of concern for developers and regulators.

Other projects face problems

The concerns have quickly spread beyond the Pfizer building.

A nearby 34-storey office tower from the 1950s, currently being converted into more than 670 apartments, was temporarily hit with a partial stop-work order after inspectors discovered modifications to several steel columns that had not been approved.

The order was eventually lifted after officials determined that the changes did not compromise the building’s structural integrity.

Another conversion project in lower Manhattan encountered problems when concrete beams developed cracks. Although the beams were reinforced with steel, the work had reportedly not been properly reported to city authorities.

The Department of Buildings responded by imposing a full stop-work order until engineers could explain what caused the cracks and how the repairs had been carried out.

These cases suggest that the city’s inspection campaign could become more extensive, particularly as officials take a closer look at the growing number of office buildings being converted into homes.

A complicated transformation

Converting an office tower into residential space is far from a simple renovation.

Buildings designed decades ago for office workers have to be adapted to completely different uses. That can mean changing floor layouts, structural loads, plumbing, electrical and mechanical systems, as well as circulation and occupancy patterns.

Older buildings create another challenge: their original drawings may be incomplete, while previous renovations may not have been properly documented.

That makes the inspection and engineering work particularly important before major structural changes are made.

Billions of dollars at stake

The consequences of the Pfizer incident could extend well beyond construction delays.

Developers, engineers, architects, contractors and insurers could find themselves involved in a series of legal disputes over who was responsible for the structural problems.

There could also be significant financial consequences if parts of the building have to be dismantled and rebuilt.

Neighbouring businesses and property owners affected by emergency closures could also seek compensation for lost revenue and other costs.

For insurers, the situation could result in claims involving emergency work, temporary structural support and damage to surrounding properties.

The housing opportunity remains

Despite these concerns, New York officials have little reason to abandon the conversion strategy.

The city currently has more than 16,000 residential units in office-to-housing projects under development. Converting vacant offices is seen as a way to address two problems at once: unused commercial space and a shortage of housing.

Other major US cities are pursuing similar strategies. Washington has about 8,500 conversion units underway, while Chicago has roughly 4,300.

Los Angeles is also moving aggressively into adaptive reuse. A new ordinance that took effect in February 2026 makes it easier to convert qualifying older commercial buildings and certain parking structures into housing. City officials believe the policy could help create more than 43,000 units.

Safety could shape the next phase

New York City Comptroller Mark Levine has continued to defend office-to-residential conversions as an important opportunity for the city, particularly as millions of square feet of office space remain underused following the pandemic.

But the recent structural incidents could change how these projects are approached.

More inspections, additional engineering reviews, stricter approval procedures and potentially tougher building requirements could become part of the next phase of New York’s conversion programme.

The challenge for the city is therefore becoming increasingly clear: turning empty offices into much-needed homes is an attractive solution, but doing it quickly cannot come at the expense of structural safety and construction quality.
