Amtrak to launch $242M rehabilitation of critical Dock Bridge on Northeast Corridor

The nearly century-old Newark-Harrison rail bridge will be converted into a fixed structure, with the project aimed at improving reliability and reducing disruptions for more than 200,000 daily passengers.

Amtrak is preparing for a $242 million rehabilitation of the Dock Bridge, a rail crossing over the Passaic River between Newark and Harrison, N.J., that is nearly 100 years old.

Opened in 1935, the six-track bridge is a critical link on the Northeast Corridor, the nation’s busiest passenger rail route. The structure handles some 720 train movements a day, carrying more than 200,000 passengers on Amtrak, NJ TRANSIT and PATH.

Amtrak and NJ TRANSIT trains use four of the tracks, while the other two are used by the Port Authority Trans-Hudson (PATH) system.

The construction contract has been awarded to Skanska, which will be project manager and administrator through LiRo-Hill. Hardesty & Hanover is the prime contractor, with several specialist subcontractors helping out.

The aim is to have major construction underway by the end of 2026 and to complete the project in 2029.

The change from movable to fixed bridge

The biggest change for the project will be turning the Dock Bridge from a movable lift bridge to a permanent fixed-span bridge.

Amtrak’s request to convert the bridge was approved by the U.S. Coast Guard in late 2024, enabling the lift spans to be permanently secured. The change will mean that the bridge will no longer need to open for marine traffic and will remove many of the mechanical systems which have been a source of operational problems.

The current movable configuration has been susceptible to failures with tracks, signals, sensors and other mechanical components. If the systems aren’t properly realigned after a bridge opens, it can delay train service and have ripple effects throughout the Northeast Corridor.

Making the bridge permanently fixed would reduce maintenance costs, improve reliability and limit the risk of future mechanical failures, Amtrak said.

Major structural and railroad improvements

The conversion of the lift mechanism will be just one part of the much larger rehabilitation.

Construction crews will reinforce steel structural elements, rehabilitate concrete piers and protective fender systems and replace or upgrade key rail infrastructure.

The project will also include track, signaling and overhead catenary power system upgrades, helping to modernize the infrastructure supporting train operations.

Roger Harris, Amtrak’s president, called the Dock Bridge one of the most heavily used rail bridges in the nation and said it was important in connecting New Jersey, New York and the broader Northeast Corridor.

The project is being funded by a $188 million grant from the Federal Railroad Administration, with Amtrak, NJ TRANSIT and PATH sharing the remaining project costs.

As part of a wider drive to modernize the railroads

The Dock Bridge rehabilitation is part of the Gateway Program, a major effort to upgrade rail infrastructure between New Jersey and New York.

Other Gateway projects include replacement of the Portal North Bridge, East River Tunnel rehabilitation, New York Penn Station improvements and upgrades to tracks, power and signaling systems.

Dock Bridge’s performance has consequences extending well beyond the immediate bridge crossing since it is on a heavily traveled section of the corridor. A serious failure could disrupt commuter, regional and intercity service across much of the eastern U.S.

As such, the rehabilitation is intended not only to extend the useful life of the bridge, but also to eliminate a longtime operational bottleneck and provide a more reliable rail connection for passengers and freight-related movements across the Northeast Corridor.
